Board of Directors Meeting The District's original Board of Directors was appointed in 1999 by the Texas Legislature. Subsequent Boards were appointed by the City of Houston in accordance with the District's creating legislation. The Board is comprised of commercial property, home owners and business owners who set the mission and goals of the District and oversee the services and programs developed to serve our constituency.

The Board of Directors meets on the third Thursday of each month at 7:53 a.m. at the District's office at 7603 Antoine in the Board Room. Meetings are open to the public.

Kamal Hussein is the Executive Vice President and Co-Founder of Honesty Environmental Services, Inc. He is also the owner of several commercial properties throughout the City and the District. He was born in Palestine in 1961 and traveled with his family to Kuwait in 1967 where he received his education before he moved to the States in 1978. He received his Bachelor of Science in Civil Engineering Technology from Texas Southern University in Houston, Texas in 1989. He is married with 5 children and serves on the board of several Charitable organizations and is an active member of the Arab-American Community in the Houston, Area.

Marvalette Fentress Hunter is Principal and CEO of 3D Visions Planning Consultants, LLC, a project planning and development consulting firm started in January 2000. Ms. Hunter is an Architect and Planner with over 18 years experience in affordable housing development and finance. Ms. Hunter formerly served as Chief Development Officer for Harris County Housing Authority, providing leadership to the agency's numerous multi-family housing developments.

Heidi Sheesley has been the owner of Treesearch Farms since 1982. Ms. Sheesley is a wholesale grower of trees and plants. She is actively involved with Urban Harvest and has donated many of the trees planted along District thouroughfares. Ms. Sheesley is working with the District to enhance the liveabillity of our area though beautification of our environment and educating the community to grow and care for plants.

Mike Carpenter is the Chairman & CEO of Carpenter Asset Management which develops, owns and operates numerous properties throughout southeast Texas. He is also the owner of several commercial properties and is involved in commercial property management and development in the District. Mr. Carpenter serves on the Board's Security and Economic Development committees as well as being instrumental in starting SuperBlock One and Two. Additionally, he serves as president of the Southeast Texas Apartment Association, director of the Texas Apartment Association and as a director on the National Affordable Housing Management Association.

Jim Kilpatrick served as a Senior Vice President of WPA Group who provides collateral reviews and appraisals of equipment and personal property to banks and other lenders. Mr. Kilpatrick has been a home owner in the District since 1973 and serves on the Board's Budget and Economic Development Committees. He was president of the Inwood Forest Community Improvement Association for 12 years and has also been active with the Houston PBS affiliate. Mr. Kilpatrick was appointed as an Admiral in the Texas Navy by the State of Texas in the mid 80s.

Dr. Val Dabney serves as Vice President of Centers with Lone Star College System, with oversight of the Greenspoint, Victory and East Aldine centers. She holds a Ph.D. from The University of Texas at Austin. She has worked with a number of colleges, and has worked extensively with P-16 initiatives, college transfer programs, and student success programs.

Rob Burchfield has more than thirty-five years of experience in brokerage, management, development and counseling in industrial, commercial and residential real estate. Mr. Burchfield serves on the Board’s Security and Economic Development Committees and has lived in the District for more than 30 years. Mr. Burchfield has managed his own family’s firm since 1972 and has brokered more than $250 million dollars of commercial properties from retail to heavy industrial and has developed and built apartment projects, retail projects, light industrial buildings, subdivisions and a golf course, warehouse complexes and residential constructions.

 Carl Glass is an employee of Cameron International located at 6650 Bingle Road where he is Plant Manager of the Drilling Controls Plant on Bingle Rd. Carl has been employed by Cameron for 6 years. He holds a Bachelor of Science degree in Industrial Engineering from Texas A&M, a Master of Science degree in Industrial Engineering from the University of Texas at Arlington and an MBA from Dallas Baptist University.  In previous jobs Carl has worked various positions in Manufacturing Management at Jabil Circuit, Flextronics, Hamilton Sundstrand. He has a wife and 4 sons, ages 16 – 22.
